Clark: Treasury demanded efficiency plans

The requirement for councils to draw up an efficiency plan in return for securing a four-year settlement was a Treasury demand, communities secretary Greg Clark has revealed.

Speaking at a meeting of the Local Government Association's (LGA) councillors' forum today, Mr Clark said the Treasury had insisted upon the condition after he called for councils to be given long-term funding deals.
