Local enterprise partnerships (LEPs) seeking government cash will be barred from hiring lobbyists looking to influence MPs and ministers, under new rules outlined this week.

New ‘anti-sock puppet' clauses inserted into grant agreements with the Department for Communities and Local Government would prevent LEPs paying for public affairs consultancy and set an example to the rest of Whitehall in ‘reining in the bureaucratic state,' communities secretary Eric Pickles said.
