Clegg outlines Finance Bill powers

Deputy prime minister Nick Clegg has announced plans for sweeping changes to councils' financial powers.

Deputy prime minister Nick Clegg has announced plans for sweeping changes to councils' financial powers, including putting 'the bulk of business rates back in local hands by April 2013'.

There will also be greater borrowing powers for councils, after Mr Clegg confirmed that Tax Incremental Financing (TIF) 'will be available to everyone' in future - allowing all authorities to borrow cash for major regeneration projects based on predicted tax revenues.
