Conservative health minister Anne Milton has come under fire over Government plans to transfer commissioning powers for contraception and abortion services to local authorities.

Pro-life groups have criticised the proposal as imposing challenging duties onto councils. Separately, catholic peer Lord Alton said it was wrong for councils to be denied powers to try to reduce the 200,000 abortions performed in the UK each year.
