A trade union representing specialist civil servants has complained the next stage in the coalition’s Whitehall reform programme, simply ‘papers over the cracks’ of a skills shortage.

Concerns raised by the Prospect union follow last week's unveiling of the updated civil service reform plan, which calls for the pace of Whitehall's transformation to be stepped up.
