The Government must plan for mid-term renewal or risk ‘drifting in the wind' over the next two-and--a-half years, a leading Whitehall think-tank has warned.

A study issued by the influential Institute for Government argues a review setting out objectives and priorities for the second half of the term would help the Conservative and Liberal Democrats work more effectively.
