A charity-collecting duck has fallen ‘fowl' of local authorities in Devon after it was told to get an official permit.

‘Star' the Duck and owner Barrie Hayman have been collecting in towns across North Devon for a local children's hospice, but both were told last week they need a street licence in order to continue.
