United they stand With ministers wringing their hands about how to put the genie of local government reorganisation back in the bottle, two district councils are getting on with it themselves.

Whether they achieve their aims is a moot point, but how they progress in the next few months will still make a fascinating study for consultants, academics, Whitehall mandarins, ministers and the rest of two-tier local government which still harbours unitary aspirations.
