The new emphasis on better commissioning, procurement and contract management skills will require a shift in the financial management culture of councils, writes Stephen Hughes

The financial context in which local authorities now operate means all options are explored in the search for better value, greater efficiency and effectiveness.

The workshop was set up to examine the extent to which becoming more ‘commercial' could make a contribution and what new skills and approaches might be needed to maximise its potential.

Personally I believe that a commercial approach to management of public finances has always had a part to play and finance professionals have always drawn on those skills and ways of thinking.  The new emphasis now reflects the current urgency to be sharper in use of public money.  What matters here is a way of thinking, a shift in the culture of financial management.
