The UK has persistently failed to shape the skills and the labour market, and workers are cut in a low-skills low-wage economy as a result, according to the RSA City Growth Commission.

In its latest report, the commission claimed the debate around skills was ‘impoverished' and has branded investment as uncoordinated, insensitive to local demand and confused.
