Local authority returning officers must improve the accuracy of household record-keeping ahead of the biggest electoral change in 80 years, voting watchdogs have warned.

In its annual assessment of Electoral Registration Officer's (ERO's) performance, the Electoral Commission found 33 out of 380 EROs failed to meet one of the standards.
