Local government should assume a lead role in commissioning health services as part of the NHS's ongoing reform, an expert in joint public sector working has told The MJ.

Graham Burgess, chief executive of Blackburn with Darwen Council and its local primary care trust (PCT), said commissioning should be done ‘as a partnership between health and local authorities', but added that ‘local authorities should lead the partnership' when PCTs were scrapped.
