Commissioning for risk and innovation

Henry Kippin argues balanced commissioning in payment-by-results schemes is crucial for public service reform post-2015.

Rather immodestly, I suggest that those pondering the future of local public services could do worse than pick up a new report from Collaborate, the Institute for Government and the CalousteGulbenkian Foundation. 

It argues that public services – and commissioning practice in particular – is not yet ready to address an increasingly complex social, economic and operational landscape.  It asks commissioners, providers and front-line workers themselves why that might be.
