Care services minister, Paul Burstow, has accused some councils of failing to pass on the extra £2bn the Government allocated last year for social care.

In an interview with The Daily Telegraph newspaper, Mr Burstow warned some councils were not acting in the best interests of their local communities, and cutting care budgets as part of wider public spending reductions.
