What is the point of public service inspectorates like Ofsted and the Care Quality Commission (CQC)? The standard line is that they are there to make sure public sector bodies offer the very best to the communities they serve. But this raises a challenging but rarely asked question: why not let the communities do the inspecting themselves then?
