As the Skills and Post-16 Education Bill passed its third reading in the Commons recently, policymakers' attention has zeroed in on where it has made the most significant positive innovations, and where its provisions are still in need of improvement.

One such case is the introduction of Local Skills Improvement Plans (LSIPs), which were underlined as one of the Government's flagship local governance commitments in the Levelling Up White Paper.
