Complex formula funding hinders fair sharing, NAO reports

Increased complexity to how the Department for Communities and Local Government (DCLG) structures its formula grant blocks accountability and transparency, according to a National Audit Office report.

On Monday communities secretary Eric Pickles announced proposals to reform formula grant funding, allowing councils to keep business rates raised locally and borrow against future tax revenue. In the current financial year some £20.5bn council funding will be re-allocated from collection of non-domestic rates.
