Concordat or clarity required?

If the concordat had been more successful, would community budgets have been so difficult to implement? Asks Heather Jameson.

Does local government's freedom lie in a new constitutional settlement? That is the question being posed by the Local Government Association in its latest pamphlet.

Call me a cynic, but let's not hold our breath. The coalition government has come to power and handed a raft of new powers and responsibilities to the sector – from business rates to public health – which have been long-fought for by town halls. But is a new constitutional settlement set to move things further along?
