Sir Christopher Kelly, chair of the committee on standards in public life, will this week write to Eric Pickles, expressing concerns the new councillors' standards regime lacks credibility – after evidence emerged that many authorities have yet to formulate a local code of conduct.

‘The new arrangements...rely on relatively modest sanctions and a less-than-robust independent input already carries inherent risks,' Sir Christopher said.
