Conservative Party leader David Cameron will today set out plans for an English rate of income tax to match powers granted to Scotland by the Smith Commission in the wake of last September's independence referendum.
In a speech setting out the Conservative's English manifesto, Mr Cameron is also due to confirm his party's desire to put in place ‘English votes for English laws' within the first 100 days of a Tory administration and in time for the first Budget of the next Parliament.
Each English region is represented with its own page in the manifesto alongside commitment for transport improvements and job increases and the document will also contain English only commitments for the NHS.
