Consultants to advise on Norwich shake-up

~Norwich City Council~ has called in consultants as senior management squares up for a shake-up. New chief executive, ~Laura McGillivray~ is bringing in external consultants to review the senior management structure. She wants a ‘modern, fit-for purpose' structure, and claims current reporting arrangement are cumbersome, work is unevenly distributed, there is a lack of opportunity for directors to act strategically, and no common understanding of the distinction between the role of director and head of service.

There are currently eight director posts and 13 heads of service at the council, and the aim of the review is to create clear job profiles for both tiers. Ms McGillivray said: ‘I want a management team that is fit for purpose and which maximises the talent that exists within the council, to deliver the city's vision. ‘There should be a clear separation of roles between directors who are able to think beyond the traditional director brief, and heads of service who will run services directly. ‘The current structure and reporting arrangements are unfocused and now need reshaping.' Staff have been assured there will be no job losses.
