Context not continuity should be king

Is variation of spend and outcome a natural result of allowing local spending decisions? Asks Jonathan Werran.

The near-universal failure of the referendums for directly-elected mayors provoked ill-informed speculation that a similar fate would await police and crime commissioners, come the vote on 15 November.

Although nine out of 10 core cities said they didn't want a Boris, the crime scrutineers face no such preliminary hurdle.
