The Core Cities cabinet will launch a Devolution Declaration next week to encourage the next government to radically modernise the state and devolve powers down to local areas.

The leaders and mayors of the UK's biggest cities will gather in London on 14 May – the anniversary of the beginning of the 1787 US Constitutional Convention in Philadelphia.
