Scottish council bosses have called for the relationship between local and central government north of the border to be redrawn with a new manifesto.

The Convention of Scottish Local Authorities (COSLA) today published its Manifesto for Scottish Democracy, as politicians in Holyrood prepare for the next round of parliamentary elections in May.
