Scotland's councils have called for a delay in the introduction of ‘Frank's Law' to help them prepare for a surge in demand for personalised care.

Ideally, the Convention of Scottish Local Authorities (COSLA) wants the introduction of the law, which will abolish care charges for under-65s with debilitating conditions, to be rolled-out gradually over the next three years – rather than introduced from April 2019.
