Lincolnshire CC has held back more than £1m after outsourcing giant Serco failed to pay staff wages and invoices.

The council's chief information officer, Judith Hetherington-Smith, said the local authority had invoked a service credit clause in its contract to withhold £1.2m of payments following problems with schools.
