Council chiefs cry fiscal freedom in wake of draft Scotland Bill

English council chiefs have responded to publication of the draft Scotland Bill by restating their demand for greater devolution of taxation and control over council tax and business rates levies.

English council chiefs have responded to publication of the draft Scotland Bill by restating their demand for greater devolution of taxation and control over council tax and business rates levies.

The call comes ahead of today's publication of the Government's promised command paper on Scottish devolution, as prefigured by the Smith Commission, which contains 44 clauses over 100 pages and give the Edinburgh Parliament control of more than 60% of spending.
