Town hall chiefs have pledged to work with Whitehall on the roll-out of the controversial Universal Credit programme, as ministers confirm it will be extended to all councils next year.

Work and pensions secretary Iain Duncan Smith announced on 13 October that Universal Credit claims are now being taken in more than 50 Job Centres and will be available in nearly 100 by Christmas.
