Analysis by PricewaterhouseCoopers of Lord Hutton's 200-page report into public sector pensions, published on 10 March, indicates many of the former Labour Cabinet minister's proposals must be initiated quickly if councils are to successfully deliver a reformed system by the recommended deadline of 2015.
