Council asks for grant instead of precept

Redcar and Cleveland BC has asked George Osborne for a ring-fenced grant instead of having to introduce the new social care precept.

Leader of the council, Cllr Sue Jeffrey, has written to the chancellor asking if the local authority can receive the grant instead of raising council tax bills by an additional 2%.
