Ministers are braced for a revolt from councils and MPs over the planned £32bn High Speed Rail 2 (HS2) project, linking London to the north, which transport secretary Justine Greening is expected to approve this week.

The first stage of the proposed line will run from London to Birmingham through the picturesque Chilterns and has led to major opposition from the Conservative heartlands, forcing the decision to be delayed once already.
