Council spending freezes 'prove system works'

Issuing a freeze on council spending should not be a sign of failure for a local authority, according to finance chief Rob Whiteman.

Issuing a freeze on council spending should not be a sign of failure for a local authority, according to finance chief Rob Whiteman. 

Speaking in London this morning, Chartered Institute of Public Finance and Accountancy (CIPFA) chief executive Mr Whiteman told delegates that Section 114 notices – the mechanism to halt spending issued by finance officers – proved the system is working.
