Council chiefs and local government experts have given a mixed reception to Chancellor George Osborne's announcement the Government will fund a third successive year of council tax freeze.

Mr Osborne pledged £450m support would be allocated to English local authorities in 2013/14 to extend the freeze into a third year – a deal 85% of councils accepted last year.
