Liberal Democrat communities minister, Stephen Williams, has derided the DCLG's council tax referendum threshold as ‘absurd' and called for greater fiscal freedoms for local authorities.

The unguarded comments came at a fringe session held during the Liberal Democrat's weekend conference in York.
