After a rocky period of implementation and national acclimatisation there are some faint signs that the new system for recruiting and funding apprenticeships in England is working. The levy may be simple to explain in a 30 second elevator pitch but it is a complex and challenging funding regime to implement and has come with a degree of entanglement and disruption that many perhaps didn't foresee.
Apprenticeship employer levy reforms were introduced at the height of austerity and it was the public sector that bore the brunt of the significant reductions in funding that had enabled them to deliver these services. The current environment is both challenging and unstable.
