Councils have called for a change in the law to allow them to be full members of more than one combined authority.

Work is under way to create combined authorities in Derbyshire and Nottinghamshire, but a number of second-tier authorities look towards economic regions beyond the traditional borders of their county, prompting fears that already established partnerships will suffer.
