Local government is bracing itself for a NHS cash grab as it battles for influence over how to spend the extra £2bn for social care.

NHS England chief executive Simon Stevens has argued that the £2bn should be spent ‘in part' on freeing up 3,000 acute hospital beds while NHS Providers has said it wants the money to get through to the front line.
