Councils have been warned they could be forced to purchase additional carbon allowances for streetlighting, if energy network companies refuse to let them trade un-metered supplies.

Changes made to the CRC Energy Efficiency Scheme in the Spending Review turned it from largely revenue-neutral to a straight purchase of allowances, which increased costs to participating councils. But, energy procurers now claim some of these costs could be avoidable.
