Local authorities need to better communicate the impact of innovation to central government, a panel of sector experts suggested yesterday.

Speaking at the Westminster Education Forum in London, the director of external affairs at the National Children's Bureau, Enver Solomon, said the time lag between councils experimenting with ways to improve a service and proving its impact was a big problem.
