Town halls have defended the use of ‘gagging orders' after it was claimed more than 17,000 were signed by staff in the last five years.

Figures published over the weekend by BBC Radio 5 Live Investigates showed local authorities signed a total of 17,571 settlements, which included a clause preventing them from criticising their employers.
