Stark warnings have been issued by big city councils that they could fail to provide statutory services in the wake of government cuts.

Liverpool City Council has been told by its auditors that it faces a ‘tipping point' in two years when it could struggle to fund mandatory provision, while Portsmouth City Council has warned that its services are also at risk. Both councils say they know of a number of others in a similar position.
