A quarter of councils don't expect to meet savings targets by 2014 and 40% have no politically approved plan in place to achieve them, new research suggests.

Local Services: Better for Less also reports that by 2014 some 61% of councils expect to be outsourcing over 20% of their services and outsourcing levels will rise to 34% across all services from current levels of 20%.
