How are some councils getting ahead on levelling-up?

There are no easy fixes to the financial challenge councils face, but long-term funding is helping proactive local authorities meet shortfalls, says Hayley Rees.

The funding challenge

Local authority chief executives and chief finance officers are no strangers to tight budgets. For the last decade, central grant funding has declined, council tax increases have not covered the shortfall, and both demand and cost for services like adult social care have shot up.
