Ambitious local authorities striving to make their operations net zero by 2030 are being ‘hamstrung by a lack of long-term funding certainty and limited powers', a climate change expert has warned.

Christopher Hammond, chief executive of UK100, a network of local leaders who have pledged to lead a rapid transition to net zero, said: ‘Without the right resources and statutory powers, we'll keep encountering barriers to delivery.'
