Give councils without a HRA the chance to build new homes

As the District Councils' Network gets ready for its annual conference, its Stronger Economies spokesman Cllr Mark Crane calls on Government to give councils without a HRA the flexibility to begin a housebuilding programme

The District Council Network welcomes the removal of the Housing Revenue Account (HRA) borrowing cap.

Both district councils and unitaries have long argued that the removal of the housing cap was needed in order to free up resources to start a house building programme in order to help meet the Government's target of houses needed over the coming years.
