A new report has called for councils to join forces with other local organisations to tackle the growing problem of youth unemployment.

The report by the Commission on Youth Unemployment, set up by the Association of Chief Executives of Voluntary Organisations (ACEVO), called for youth employment zones to be created with all local groups coming together to pool their resources.
