The race for unitary status is on as more councils declare they want to be one of Ruth Kelly's ‘magnificent eight' all-purpose authorities.

The Secretary of State told The MJ last week she was expecting to create eight new unitaries as part of the White Paper. This week Preston City Council and Nottinghamshire CC have both confirmed they will be submitting bids to the Government.
