Ministers must ensure local authorities don't suffer the financial penalties for overhauling the adoption process,the Government's adoption tsar, Martin Narey has urged.

Addressing an ideas exchange hosted by Westminster City Council last night, the former Barnardo's boss said government must make good on its pledges and offer councils greater encouragement to place children with families.
