The list of priorities for local government is escalating – even more quickly than the hope of any extra funding is evaporating.

As the country lumbers from one crisis to the next, it is local government that is dealing with issues on the ground and there is a balancing act to be had between reacting to the short-term crises, dealing with the day-to-day, and planning for the big issues of the future.
