Council employers in England, Wales and Northern Ireland have given unions two options on pay offers this week.

Council employers in England, Wales and Northern Ireland have given unions two options on pay offers this week, both of which would see wages rise after three years of local government pay freezes.

However, they fell short of the Government's policy of average pay increases of up to 1% in public sector pay until 2015, leaving councils set for a continuing fight with unions.
